高等教育“供给侧”综合改革推动创新创业发展

Research on the Comprehensive "The Supply Front" Reform of Higher Education Promoting the Development of Innovation and Entrepreneurship

"供给侧"改革强调的激发微观主体创新、创业、创造的潜能为高等教育改革提供了与社会发展相契合的切入点。按照创新创业发展要求,从高等教育"供给侧"角度出发,在深入分析学风建设、创新创业人才培养和成果转化产学对接的发展格局与实践障碍的基础上,探索推动创新创业的改革路径。主张通过学风建设的机构、制度和信息管理改革,营造风清气正、求真务实的教育环境,为创新创业人才培养和科学研究提供长期有力的文化保障;开展创新创业教育的模块化、专业化和平台化建设,为综合性人才成长提供培育环境;在积极搭建高校与产业成果转化平台的同时,将持续破除可能存在的体制机制障碍作为推动科技成果转化为经济增长的关键抓手。

The concentration of ＂ The Supply Front＂ reform on inspiration of innovative,entrepreneurial and creative potentials of micro agents provides a cut- in point for higher education reform that is in consistence with social development. In accordance with requirements in the development of innovation and entrepreneurship,reform path for promotion is explored from the perspective of higher education ＂ supply front＂ and based on in- depth analysis of development pattern and practical obstacles of academic atmosphere construction,talents training,achievement transformation from academia to industry. Through reform of institution,system and information management in academic atmosphere construction,it is advocated that integral and pragmatic educational environment be built so as to provide long- effective cultural support for scientific research and talents training; modular,specialized and platform construction for innovation and entrepreneurship be implemented so as to provide cultivation environment for all- around talents; achievement transformation platform between universities and industries be set up and at the same time,potential hurdles in structure and institution be abolished in a continuous manner,being a key approach to promoting transformation of scientific achievements to economic growth contributions.
