Grasp Four Links in Registering for Universal Coverage Scheme

全民参保计划的基本任务之一是彻底摸清底数,建立全面、完整、准确的参保基础数据库,调查未参保原因,进而促进参保。本文结合前期试点情况,指出要把握数据库建设、促进参保、扩大应用和宣传培训四个重要环节,并就相关思路和方法提出思考和建议。

One of the basic tasks of universal coverage plans is to get a clear picture of the baseline number, to establish a comprehensive, complete and accurate insured fundamental database, and to find out the reason for non-insured to promote participating. Based on the condition of early pilot study, this paper points out we must hold four important links such as constructing database, promoting insurance participating, expanding application, and propagating and training; and puts forward thinking and suggestions on relevant ideas and methods.
