社区卫生服务能力的提升关系着分级诊疗工作开展的成败,也是医改保基本、强基层目标是否实现的具体体现。如何提升社区卫生服务能力是医疗改革的重点和难点,也是制约社区卫生服务发展的瓶颈问题。北京近年在改革社区卫生服务模式上进行了探索,推行全新的社区卫生服务形式、服务流程、服务内容,这对于全面提升社区卫生服务能力会发挥巨大的作用。本文剖析了制约北京市社区卫生服务能力提升的主要问题以及这些问题产生的根源,并探索了具体措施与对策。

The improvement of community health service ability is related with the success or failure of graded diagnosis and treatment and manifests the results the medical reform in the aspects of maintaining foundation and realizing targets at grass - root level. How to improve community health service ability is the key and difficult point in medical reform and is also the bottleneck for the development of community health service. In recent years, Beijing has made exploration in the reform of community health service mode, and has put forward new form, process and content of community health service, which will comprehensively improve community health service ability. The article analyzed the major problems restricting the improvement of community health service ability and the root causes of these problems, and also put forward specific measures and policies.
