我国粮食保险国家级大灾准备金的规模测算

The Scale Calculation of the Central Government-level Catastrophe Risk Reserve Fund on Grain Insurance

粮食保险属于政策性农业保险。基于1979~2013年各省（市、区）粮食单产的数据,可以推算各年份的灾损数据,进而利用经验费率法厘定出各省（市、区）粮食保险的费率。在粮食单位面积实际赔付达到当年所缴保费150%（或200%）以上便启动国家级大灾准备金的假定下,测算了我国粮食保险国家级大灾准备金的规模。

Grain insurance belongs to policy-guided agricultural insurance.Grain calamity loss data can be extrapolated on the basis of the data of grain crop output per unit area of all provinces during 1979-2013. And then the premium rates of grain crop of all provinces are formulated by experience rating. When the actual compensation for per unit area amounts to 150%（or 200%） or more of the paid premiums of the year,it is assumed to start using the central government-level catastrophe risk reserve fund. Based on this precondition, the catastrophe risk reserve funds＇ scale can be worked out.
