挪威卓越研究中心的发展与评估

摘要 挪威卓越研究中心的设立源于20世纪90年代的高等教育改革。挪威于2003年、2007年和2013年分别设立了13所、8所和13所卓越研究中心。卓越中心遴选的原则基于申请者的科研潜力,有单一组织型、多组织型以及虚拟组织型三种形式。挪威科研委员会在卓越中心运行三年半后,对各中心进行评估,从而决定对其资助的年限。通过对前两批卓越中心设立的效果和产生影响的研究,发现卓越中心的设立有助于增强高校的竞争力,实现不同任务的分配,提升挪威科研国际合作度和知名度。
