基于系统工程方法论的北京交通运输节能减排标准体系构建研究

Research on the Construction of Standards System for Beijing Transportation Energy Conservation and Emissions Reduction Based on System Engineering Methodology

通过对中国节能标准现状以及交通行业节能标准现状的总结与分析,明确面临的形势。对北京市交通节能减排标准进行梳理,确定存在的问题。给出基于系统工程论方法的标准体系的构建维度,并给出交通节能减排标准体系的六维构建方法。结合北京的实际情况,给出北京市交通节能减排标准的体系框架。

This paper makes clear the status we are facing by the survey of China energy conservation standards and the summary of transportation energy-saving standards, identifies the existing problems through the analysis of Beijing traffic standards for energy conservation and emissions reduction, and also presents the six dimensions of the construction method for the standards system of transportation energy conservation and emissions reduction based on the theory of system engineering method. Combined with the actual situation of Beijing, the paper presents the framework of standards system for Beijing transportation energy conservation and emissions reduction, which provides suggestions for the related management departments.
