摘要
现阶段我国国有企业管理的方式与社会主义市场经济体制不相适应,应从对国有企业的管理尽快过渡到对国有资本的管理,设立多家国有资本运营公司。国有资本运营公司是国有资本的微观经营主体,与非国有资本平等地参与市场竞争。国有资本运营公司主要任务包括管理国有股权以及国有资本配置的不断优化,应在国家国有资本运营政策的引导下,通过兼并、重组、再投资等方式不断优化国有资本配置进而实现国有资本的保值增值。
At present, China's SOE management method does not adapt to the socialist market economic system. The government should finish the transition from the management of SOEs to the management of state-owned capital (SOC) as soon as possible, and set up a number of SOC operating companies. The SOC operating company is the micro operation entity of the SOC, and participates in the market competition with the non-SOC on an equal footing. The main tasks of the SOC operating companies are to manage the state-owned shares and constantly optimize the allocation of the SOC. The government should be under the guidance of the national policy on the SOC operation, and constantly optimize the allocation of the SOC and on the basis of this, preserve and increase the value of the SOC through mergers, restructuring, and reinvestment.
