贯彻落实《实施意见》 积极推进国家外语能力测评体系建设

Implementing Suggestions on Deepening the Reform of Examination and Enrolment System and Steadily Advancing the National Assessment System of Foreign Language Proficiency

国务院《关于深化考试招生制度改革的实施意见》提出加强"外语能力测评体系建设",从国家层面对外语教学与考试综合改革提出明确要求。制定国家外语能力等级量表是建设国家外语能力测评体系的基础,通过提供统一的能力标准,在外语学习、教学和测评之间架起一座桥梁。目前,中国英语能力等级量表在借鉴国外语言能力标准研制经验的同时,结合我国英语教育教学实际,已初步建成具有国际规范的描述语库。"十三五"期间,将加快中国英语能力等级量表的研制,适时推出国家英语能力等级考试,实现国家英语能力等级考试与现有外语考试的衔接或整合,到2020年基本建成具有中国特色的现代外语能力测评体系,助力外语教学改革,推动分级分类考试,提升外语教育质量和成效。

Suggestions on Deepening the Reform of Examination and Enrolment System, issued by the State Council, states that the ＂construction of the assessment system of foreign language proficiency＂ is an imperative task. It is a national requirement of foreign language learning and assessment reform. In response to Suggestions, the Ministry of Education sets the aim of establishing a multi-functional national assessment system of foreign proficiency of unified criteria. The foundation of the system is constructing English language proficienc namely China＇ s Standards of English. By providing unified criteria of language proficiency for all stages in education, China＇ s connecting different language y scales~ language Standards of English is intended to offer a bridge to life-long learning, and a method for foreign language education sectors and appropriate assessments of multiple learning outcomes. At present, a descriptors bank of international standard has been set up, which can provide theoretical references and proficiency standards for reconfiguring the current exams, and developing a new National English Testing System to meet the varying needs in graduation, college admission, work and emigration. At the end of 2020, a modem assessment system of foreign language proficiency will be achieved, which will stimulate English teaching reform, help classified and graded tests, and elevate the quality and efficiency of foreign language education.
