俄罗斯媒体视角下“一带一盟”研究

A Research on “One Belt and One Union” in the Perspective of Russian Media

2015年5月习近平主席与普京总统签署协议,开展"丝绸之路经济带"与"欧亚经济联盟"的对接合作。随后,中俄两国政府决定,中国与欧亚经济联盟将共建自由贸易区。俄罗斯媒体在2014年1月至2015年9月有关"丝绸之路经济带"及其与"欧亚经济联盟"对接合作的大量报道表明:俄罗斯媒体对于"一带"的关注度与中俄关系、"一带一盟"对接合作有关联,其报道立场及倾向性趋于积极正面。俄罗斯社会各层面对"一带"给予了积极关注和支持,但存在不和谐因素。"一带一盟"在俄备受关注、舆论环境良好的影响因素包括"一带"与"一盟"间的相互作用、互惠策略的激励、中俄关系日益亲近、乌克兰危机及欧美制裁等。因此,在"一带一盟"建设过程中,需充分考虑参与者的实惠和利益、谨慎处理复杂的国际关系、重视传统观念的影响、客观认识不同文化思想的制约,科学规划、有效实施"一带一盟"的对接合作。

In May of 2015,Chinese president Xi Jinping and Russian president Vladimir Putin signed an agreement to carry out the docking between the China-proposed Silk Road Economic Belt Initiative(One Belt) and Russia's aspiration under the Eurasian Economic Union(One Union). Subsequently,the Chinese and Russian governments decided to build a free trade zone by China and the Eurasian Economic Union. A large number of reports about One Belt and its docking with One Union by Russian media during the period from January of 2014 to September of 2015 indicate that the concern of One Belt by Russian media is related to Sino-Russian relationship and the cooperation and docking between One Belt and One Union. The reports mainly turn out to be positive. Different interest groups of Russian society give positive attention and support to One Belt,but there are factors of disharmony. The influencing factors for good environment of public opinion of'One Belt and One Union'in Russia are as follows: the interaction between One Belt and One Union,the incentives of reciprocal strategy,the increasingly intimate Sino-Russian relationship,Ukraine crisis and sanctions on Russia from US and Europe,and etc. Thus,during the joint building process of'One Belt and One Union',it is necessary to fully consider the benefits and interests of participants,carefully handle the complex international relations,pay attention to the influence of traditional mindset,objectively recognize the restrict of different cultural ideas,scientifically plan and effectively implement the docking between One Belt and One Union.
