This paper proves the dominant position of safety production cost management in highway and waterway engineering by the importance of safety production cost. There are four reasons cause the unsound status of highway and waterway engineering safety management system.One reason is that the laws and regulations of safety production cost are not perfect.The second one is that the using rang is not clear. The third one is that the method of calculation and payment is imperfect. The last one is that the supervision is inadequate.
