我国区域贸易协定的现状、特征及顶层设计探究

Research on the Current Development Situation,Feature and Top-level Design of the Strategy of Our Country's Regional Trade Agreements

在全球性多边贸易谈判停滞不前的境况下,区域贸易协定逐渐被世界各个国家或经济组织所重视。在我国,区域贸易协定已经上升为一项国家级战略,但缺少对其的整体规划,为完善我国区域贸易协定战略,使之得到更好的发展,有必要进行顶层设计。基于此,在对我国目前区域贸易协定整体状况和发展特征进行总结的基础上,强调了顶层设计的必要性和可行性,并最终从战略定位、对象选定、区域布点设定、路线图绘制、运作机制以及合作领域方面进行了顶层设计。

In the case of the little progress of the global multilateral trade negotiations,more and more countries and economic organizations were gradually paying attention to regional trade agreements.In our country,regional trade agreements have already been upgraded to a national strategy,but no an overall plan.In order to perfect regional trade agreements of our country and drive its better development,it was necessary to perform the top-level design.So,the thesis studied the whole situation and development characteristics of regional trade agreements of our country.And then,the thesis analyzed the necessity and feasibility of the top-level design.Lastly,the content of the top-level design concluded six aspects：strategic positioning,how to select the negotiation objects,regional location,draw the roadmap,operating mechanism and cooperation fields.
