Research on Interest Mechanisms of Food Safety Governance

食品安全治理利益机制是从食品安全治理利益相关者各自的利益诉求出发,实现多方激励相容的制度安排,主要包括利益导向机制、利益产生机制、利益表达机制、利益制衡机制等。在我国的食品安全治理中,还未能建立起有效的利益机制,造成食品安全治理水平不高、食品安全问题严重,表现为利益导向机制缺失、利益产生机制低效、利益表达机制孱弱、利益制衡机制失灵,应建立科学合理的食品安全利益机制,实现食品安全治理多元主体间的良性互动,达到食品安全治理目标。

Interest mechanisms of food safety governance are institutional arrangements which realize incentive Compatibility from the respective inter- est demands of all stakeholders. They include interest oriented mechanism, interest generation mechanism, interest expression mechanism, interest balance mechanism. In our country, we failed to establish effective benefit mechanisms of food safety governance characterized by the lack interest oriented mechanism; inefficient interest generation mechanism; weak interest expression mechanism; failure interest balance mechanism. It caused food safety management level not high and the problem of food safety serious. We should establish scientific and reasonable food safety governance interest mechanisms to realize the benign interaction between multiple subjects of food safety govemance and achieve food safety governance goals.
