近年我国煤矿瓦斯事故发生规律及防治对策探讨

Discussion on Occurrence Regularity and Countermeasures of Gas Accidents in Our Coal Mines in Recent Years

为了找出煤矿瓦斯事故的发生规律及原因,以针对性提出预防和减少事故发生的对策措施,为此统计了近年来国家安全生产监督管理总局及各省市安全信息网发布的事故资料,根据事故发生的类型、企业所有制、区域及时间等情况,对2008—2013年我国煤矿的瓦斯事故进行相关分析,得出各类瓦斯事故的分布与发展变化趋势。提出了综合法律法规、宏观调控、人员效能三大因素控制事故发生的对策建议,对促进煤矿的安全可持续发展具有重要的现实意义。

In order to find out the occurrence regularity and cause of coal mine accidents and thus put forward the countermeasures for preventing and reducing the accidents, the accident data released by the State Administration of Work Safety and the safety information networks of each province and city were selected, based on the type of accidents, the corporate ownership, the region and time, analysis was carried out on the gas accidents occurred in our country from 2008 to 2013 and the distribution and development trend of various gas accidents were obtained. Finally, the countermeasures for controlling the accident occurrence were proposed according to the comprehensive laws and regulations, macro-control and staff effectiveness, which has a great significance for promoting the security and sustainable development of coal enterprises.
