The Path and Suggestions about Construction of " Continuing Care" Community Care Service System in Shanghai

上海社区养老服务建设的目标是构建"持续照料型"社区养老服务体系,通过统筹规划、制度设计,整合政府、社会、市场、个人等各方资源和力量,由政府保障社区基本养老服务需求,社会和市场提供多功能、多层次、多样化的社区养老服务,社区住户和志愿者壮大社区养老服务力量,相互补充、促进,因地制宜地满足社区老年人的养老服务需求。

Because of the large elderly population base,dense living conditions,the gradual weakening of family pension function,and limited institutional care resources,community support pension will be the focus of pension service in Shanghai.The goal of Shanghai Community Support Services is to build a ' continuing care' community care service system.The system fully co-ordinates the government,society, market,personal resources.In the system,government protects basic community care service needs;Social organizations and companies provide multi-functional,multilevel,diverse community care services;community residents and volunteers become community care service force.In order to meeting the community elderly in different ages,different health status and different economic conditions,the service should change from 'a hand' to 'continuing care' step by step;it covers from healthy elderly population to disabled elderly and people with dementia;serving time extends from daycare to short care and long care;the service providers changes from small workshops,small organization to a chain of specialized.
