The Local Officials and the Distortion Development of the Urbanization

以地方官员为视角,在地方官员具有理性经济人特征的基础上,将土地制度,财政分权等内容纳入了一个统一的分析框架,进而分析得出:地方官员对土地城镇化偏好要强于人口城镇化,同时又造成了户籍人口城镇化和常住人口城镇化的脱钩。因此,对于当前的城镇化扭曲性发展,地方官员扮演着重要的角色。

This article tries to analyze the problem of distortion of the urbanization from the perspective of local officials. It is on a fact that local officials maintain rational economics individual characteristics. Therefore, the article integrates land system, fiscal decentralization into a unified analysis framework. The analysis indicates that local officials are in favor of the land urbanization more than the population urbanization, while at the same time, the inclination leads to the decoupling between the registered population urbanization and the resident population urbanization. In a word, the local officials play active role in the distortion development of the urbanization.
