在人均GDP达到1000美元、经济发展处于工业化中期阶段这个关键时期。社会经济关系正在发生或将要发生深刻变化,如果通过政府行为调整,统筹城乡经济社会发展,充分发挥工业对农业的支持和反哺作用,发挥城市对农村的辐射和带动作用,社会经济将会飞跃发展,否则将徘徊不前。城乡统筹发展是目前涪陵社会经济发展的客观要求。涪陵地方政府应采取"城乡并重"的发展思路,一方面做大做强经济基础,扶持产业成长,另一方面大胆进行制度创新,发育和开辟农村土地、资本、劳动力市场,通过制度创新建立城乡统筹的社会保障制度,加快实现城乡统筹发展,率先实现全面小康。
