对我国初次分配公平的新思考——基于对分配公平涵义的探讨

分配公平应包含分配机会的公平、分配规则的公平和分配结果的公平三层涵义。我国初次分配的不公的主要原因是分配机会和分配规则的不公。解决分配不公的对策是:发展教育,实现机会公平;经济与政治体制改革和法制建设;完善市场机制;推进城乡一体化建设。在我国初次分配中注重公平不但不会影响效率,反而会提高效率。

Fair distribution should include the three parts,such as the fair distribution of opportunities,the fair of distribution rules and the fair of distribution results.The main reasons are unfair distribution of opportunities and unfair distribution rules.The response of resolve the unfair distribution: the first is the development of education and achieve the fair opportunity,the second is economic and political restructuring and building the legal system,the third is that we should improve the market mechanism;the last one is that we should improve urban and rural integration.We pay attention to fairness will not only be affected but will be improved efficiency in the first fair distribution of China.
