The State levies full consumption tax on naphtha, solvent oil, lubricant and fuel oil The Ministry of Finance and the State Administration of Taxation together published announcement about changing the consumption tax of some finished oil policy. Starting on Jan. 1, 2008 China will re-tax on naphtha, solvent oils and lubricant at 0.2 yuan per litre, and fuel oil 0.1 yuan per litre rates.
