Deliberative Democracy and Modernization of China's Rural Governance

在中国广大农村实行协商民主既有必要又是可能的,因为改革开放以来的政治、经济、社会、思想和文化都为此做好了准备。农村协商民主具有丰富性、复杂性、多样化的特点,也是一个不断演进和发展的过程,必须厘清其边界和范围,并实现不同层级的协同联动。农村协商民主的最大优势在于:有助于改变农村政治文化生态,提升广大干群的主体性与创造性。不过,目前,农村协商民主还处于起步阶段,有不少问题需要解决,其中最重要的是应注入现代思想意识,尤其是要强调法治思维。

Thought and culture have been well prepared for the rural implementation of deliberative democracy in China,which is both necessary and possible since the reform and opening of politics,economy,society. Deliberative democracy in rural areas has the characteristics of richness,complexity,and diversification,and it is also a process of constant evolution and development. The boundary and scope of deliberative democracy must be clarified,and achieve its different levels of coordination. The biggest advantages of deliberative democracy in rural area are: to help change the rural political culture ecology and improve the subjectivity and creativity of broad masses and cadres. At present,however,deliberative democracy in rural areas is still in its infancy of development and there are many problems need to be solved. Most crucial problems are injecting the modern ideology into the deliberative democracy and underscoring the rule of legal thinking.
