新农合与居民医保是当前我国社会基本医疗保障体系的重要组成部分,这种城乡分割的医疗保险制度设计源于我国经济和社会发展中存在的城乡二元结构体制。随着我国经济与社会改革的不断深入与发展,这种医疗保险条块管理分割的现状,在具体的执行过程中逐渐显露出诸多的局限性,不利于医疗保险制度的健康和可持续发展。亟需采取有效措施进行整合,从而实现城乡医疗保险制度的融合与统一。

The new rural cooperative medical scheme （NRCMS）and the medical insurance system for urban resi- dents compose the important parts of the current basic medical insurance system in China, the design of which can be traced back to the urban-- rural dualistic structure in the economic and social development of China. With the deepening and development of Chings economic and social reform, the status quo of separated management of health insurance has brought about many limitations, which is not conducive to the healthy and Sustainable development of the medical insur- ance system. It is necessary to take effective measures to merge them together in order to achieve the integration.
