摘要
作为京津冀协同发展的重要组成部分,京津冀区域人才协同发展对诸生产要素的一体化发展具有巨大的带动作用。十余年间,京津冀区域人才合作取得了一定的成效,初步建立了联席会议制度,并在三地如何联合引才、育才、用才等方面取得了一定的进展。然而,由于长期以来形成的行政壁垒、三地人才市场的分割状态以及人力资源区域内分布不均衡等原因,京津冀区域人才一体化整体进展仍不尽理想。推进京津冀人才协同发展进程,还需要加快建立京津冀人才合作动力机制,推进三地人才政策衔接,探索人才共享共赢新模式。
In the development of more than ten years,the collaborative development of BeijingTianjin-Hebei regional talent has achieved some results,such as,the joint meeting system was established preliminary,the governments reached consensus on how to cooperate in attracting,cultivating and using talent.However,because of the administrative barriers and other problems,such as the partition state of talent market and the human resource distribution is not balanced,the progress of the collaborative development of regional talent is till not ideal.So,if we want to advance the progress,we still need to establish the cooperative dynamic mechanism,promote the policy of the three places to join and explore new models of talents sharing.
