The Operation Mode and System Guarantee of Library Trustees Based on the Attribute of Right

从权力属性来看,公共图书馆理事会的运作模式主要有咨询型与决策型两种,两者的显著差别在于是否拥有对图书馆事务的决策权。其中,国家层面的理事会多属于咨询型,而省（州）、县（市）层面则以决策型为主。图书馆理事会有效运行的制度保障体系主要涵盖以法律政策为中心的制度体系和以行业协会为骨干的组织支撑体系,且其在图书馆发展实践中逐步完善与优化。

From the right property perspective, the operating modes of public library trustees can be mainly divided into two types：consulting and decision-making. The significant difference between these two types lies in whether it has decision-making power on library services or not. Most library trustees at the national level belong to consulting type while those at the provincial（or below） level belong to decision-making type. An institutional guarantee system of public library trustees, which works efficiently, mainly consists of two parts： institutional system with policies of the law as its center and organization supporting system with industry association as its backbone. It will gradually be improved and optimized in the process of library development.
