浅议我国地方政府“土地财政”问题及对策

On the problems and Countermeasures of local government land finance in China

"土地财政"作为地方的主要财政收入,近年来不断被我国地方政府所重视并加以利用。尽管"土地财政"确实能够增加地方政府的财政收入,促进当地经济发展,为各项政府支出提供资金支持,但是,"土地财政"的过度运用必然将引发一系列的社会问题以及经济问题。倘若不正确运用"土地财政",势必会影响社会的稳定,经济的发展。因此必须重视如何正确运用"土地财政"这一问题,让"土地财政"更好地发挥出其相应的价值。本文首先介绍了"土地财政"的概念,并对"土地财政"的原因作出简要的分析,在结合地方政府在运用"土地财政"中存在的问题的基础上,对更好地发挥"土地财政"的作用提出若干意见与建议。

＂Land finance＂ as the main financial revenue, in recent years, China＇s local government has been valued and used. Although the ＂land finance＂ can indeed increase the local government＇s financial revenue, promote the local economic development, to provide financial support for various government spending, but the excessive use of land finance will inevitably lead to a series of social problems and economic problems. If the use of ＂land finance＂, is bound to affect social stability, economic development. Therefore, we must pay attention to how to use the ＂land finance＂, so that ＂land finance＂ to better play its corresponding value. This paper first introduces the concept of ＂land finance＂, and makes a brief analysis on the reasons of ＂land finance＂, and puts forward some opinions and suggestions on the basis of the existing problems in the application of ＂land finance＂.
