To Chinese, January 1 was more than the first day of the new year; in fact, it marked the shift in the government's decades-long family planning policy of encouraging Chinese to have only one child. On January 1, China began allowing all couples to have two children. The new population policy, like a "visible hand," gives Chinese the opportunity to choose to have two children, and it paves the way for the sustainable development of China's population.
