2013年9月,国家主席习近平在哈萨克斯坦纳扎尔巴耶夫大学发表演讲时,第一次提出＂丝绸之路经济带＂倡议。一个月后,在出席APEC领导人非正式会议期间,习近平提出了建设＂21世纪海上丝绸之路＂的构想。＂一带一路＂除了需要解决中国过剩产能的问题,另外也肩负着资源的获取、战略纵深的开头和国家安全的强化这几个重要的战略使命。
The 'Belt and Road' Initiatives – the Silk Road Economic Belt and 21 st Century Marine Silk Road – were put forward by Chinese President Xi Jinping in 2013. Many professors had a deep discussion about the 'Belt and Road' initiatives in the Beijing Forum in December, 2015. Dr. Wu Zhong, Vice President and Secretary-General of Finance Center for South-South Cooperation, stated that coordinating policies between countries is very important. Professor Tulus T·H·Tambunan, from Indonesia said that the Association of Southeast Asian Nations(ASEAN) would start the ASEAN Community on Dec 31, 2015, a milestone in the process of regional integration. International trade between ASEAN and China has been increasing these years, and we need to simplify procedures to promote trade and investment.
