新干县法定传染病报告质量和管理现状调查

Quality investigation of notifiable diseases reports and investigation reports on management status in Xin'gan County

目的掌握我县法定传染病信息报告质量和管理情况,了解各级各类医疗卫生机构在工作中存在的问题,为进一步提高法定传染病网络直报工作效率和报告质量提供依据。方法采用现场调查方式,根据调查内容不同,综合采用定性和定量相结合的方法,其中定量为主,定性为辅。结果新干县法定传染病报告率为98.98%(194/196)、报告及时率100%(196/196)、纸质报告卡填写完整率98.98%(194/196),网络录入报告卡与纸质报告卡的一致率为97.45%(191/196)。结论新干县的法定传染病报告质量有很大的提高,全县17个疫情报告单位均有专门的人员负责传染病疫情报告管理工作,有网络直报专用计算机及专用电话;但医疗机构传染病报告管理工作存在很多问题,如网络直报人员不稳定、资料的连续性差、部分医生对疫情管理及网络直报业务不熟练。

Objective To master the quality of notifiable diseases information report and management status in our county and get to know the issues that health care organizations at all levels and all types encounter and provide evidence for improving the work efficacy of direct report network of notifiable diseases and report qualification. Methods The method of fieldwork was adopted. Combined application of qualitative and quantitative methods was comprehensively adopted depending on the different investigation items and quantitative was taken as the primary method while qualitative as secondary one. Results The report rate of notifiable diseases in Xin＇gan County was 98.98%（194/196）with 100%（196/196） timely report rate, and the completion rate of paper report was 98.98%（194/196） with 97.45%（191/196） consistent rate of internet input and paper report. Conclusion The report qualification of notifiable diseases in Xin＇gan County has been improved significantly. There are professional staffs who are responsible for the management of com municable disease in all 17 epidemic reporting organizations in the county. There are specific computers for direct report network and specific telephones. However, there remain lots of problems in the management of communicable diseases report in health care organizations, including the instability staffs for direct report network, poor materials consistency and the unfamiliarity of some doctors to the epidemic management and direct report network.
