社会资本进入基层医疗机构的PEST-SWOT分析

Analysis On PEST-SWOT of Social Capital into Primary Medical Institutions

近年来,我国政府出台一系列政策鼓励社会资本办医,但社会资本集中于营利性的医疗服务市场,对非营利性的基层医疗机构并不青睐。随着我国老龄化进程的加速,卫生财政不堪重负,引进社会资本兴办基层医疗机构能够多方筹集卫生费用,减轻国家负担。采用PEST-SWOT的分析方法,对社会资本进入基层医疗机构的国家政策、市场和社会宏观环境以及优势、劣势、风险和机会进行较深入的分析,提出建议,以期为社会资本的投资决策提供参考。

In recent years, the Chinese government introduced a series of policies to encourage social capital to run medical in stitutions. But social capital focused on for-profit medical service market, the non-profit grass-roots medical institutions do not favour. With the acceleration of aging process in China, the introduction of social capital, the establishment of grassroots medical institutions could raise health costs, reduce the financial burden on countries. The PEST-SWOT analysis method were used to analyze national policy, market and social macro environment of introducing social capital into the basic medical institutions as well as the advantages and disadvantages, risks and opportunities for deeper analysis, and put forward suggestions, so as to provide references for social capi- tal investment decisions.
