新型农村合作医疗制度和医疗救助制度在全国范围运行至今已近11年时间,这两种医疗保障制度的有效衔接与结合有效地缓解了农民因病致贫、因病返贫的现象,改善了农民的就医环境。分析和阐述了这两种制度的异同之处,并讨论了新型农村合作医疗和医疗救助有效衔接的对策。

The new rural cooperative medical care system and the medical assistance system have been running nationwide for almost 11 years. In practice, these two systems have been basically combined together, which effectively eases the farmers return to poverty caused by diseases and improves farmers＇ medical environment. It analyzed the difference of the two systems and proposed the strategies to combine them effectively.
