甘肃省各市、州卫生监督机构人力资源配置研究

Research on the Allocation of Human Resources in Health Supervision Institutions in Gansu

目的通过对2009—2013年甘肃省14个市、州卫生监督机构人力资源现状的调查,分析各级卫生监督机构人力资源配置情况,为进一步推动本省卫生监督机构的建设和发展提供可行的科学性建议。方法收集2009—2013年全省及14个市、州卫生监督人力资源有关资料,对数据进行统计和分析。结果截至2013年年末,甘肃省14家市、州卫生监督机构在岗人员较2009年减少了34.28%,5年年均增长率为-9.96%,人员编制总数561人,较2009年减少了31.50%,5年年均增长率为-9.03%,卫生监督员总数414人,较2009年减少了38.39%,5年年均增长率为-11.41%。平均每个卫生监督机构拥有监督执法人员38.21人。每万平方公里及每万常住人口拥有卫生监督人员数量,各市、州相差较大。结论甘肃省各级卫生监督机构在卫生监督人员编制数和实际在岗人数方面不能满足全省卫生监督的各项实际工作任务。按照服务人口计算,卫生监督人员的配置率较低,未达到国家的相关标准,监督人员在地区间分布不均衡,要加强卫生监督机构队伍建设。

OBJECTIVE To investigate and analyze human resources of personnel in health supervision institutions from 2009 to 2013 in Gansu province, it used feasible suggestions were given to promote the development of health supervision institutions. METHOD By sapplying correlated materials, it used descriptive statistics to analysis the human resources of personnel in health supervision institutions of the 14 districts from 2009 to 2013. RESULTS By the end of 2013, the number of personnel for the post had reached 535. It decreased by 34.28% compared with 2009, average annual growth rate was 21.02%. The number of permanent staff and health supervisor were 561 and 414. It severally decreased 31.50% and 38.39% compared with 2009, average annual growth rate were -9.03% and -11.41% respectively. Every health supervision institution had their own supervision and law enforcement officers around 38.21. There were differences among different regions in the respect of the number of poeple of health supervisor per million square kilometers and per million people owed. CONCLUSION The actual number of staff and task still cannot meet the need of the province＇s health supervision. The number of staff was still low compared with the total population, so it failed to comply with the relevant national standards. And the distribution of supervisors are uneven among regions, To strengthen team building health oversight agencies.
