网络技术作为以计算机信息科学为载体的新兴先进技术,其本质上是技术在当今经济、政治、文化高度发达的社会中的一种表现形式,网络技术的兴起也意味着人类技术的发展又迈上了一个新的台阶。从技术的本质和定义出发,网络技术并非是中性的,它是具有价值负荷的。网络技术不是作为一种"工具"而存在,它所体现的价值是一个时代中社会、科技、文化等因素共同作用的结果,因此,我们有必要对网络技术进行伦理层面的反思,对网络技术伦理的本质、网络技术应用过程中的伦理关系和伦理问题做进一步的思考,从而更好地理解网络技术和应用网络技术,减少或避免由网络技术引发的负面效应。

Network technology with computer information science as the carrier is an emerging advanced technology, one formed in today＇s society of highly developed economy, politics and culture. Its rise also means the development of human technology has stepped on a new stage. Seen from the essence and definition of technology, network technology is not neutral, has value load with it. That is, it is more than a ＂tool＂, whose value results from the joint action of society, science and technology and culture of that era. Therefore, it is necessary for us to reflect on network technology from the ethic perspective. We should make further thinking on its ethical essence as well as ethical relationship and issues concerned in the process of its application, so as to have a better understanding of it and its application, and to reduce or avoid its negative effect.
