In the deepening reform and promoting comprehensive strategy under the background of the rule of law,and in the face of the capital construction under the new development situation of the condition of market economy,to find out the key problems which restrict the development of the capital construction market,researched and formulated ＂The Beijing Municipal Construction Engineering Quality Regulations＂ that suited the actual situation of Beijing,which has strong pertinence and operability,built engineering quality public governance system combined with enterprise self-control,industry self-discipline,social supervision and government supervision,in order to solve the outstanding problem faced in the Beijing municipal construction engineering quality management,steadily improve the engineering quality level of Beijing and provide strong guarantee of legal system for the Beijing municipal construction engineering quality management.
