摘要
军令部是抗战时期军事委员会下辖四个主要部门之一,扮演战时总参谋部的角色。为有效发挥自身作用,完成战时职能,军令部致力于建立中国的参谋系统,这也是战时中国军事现代化的尝试。由于战时特殊环境,以及中国军队参谋地位较低的传统,更由于战时国军军事机构在权责方面划分不清的先天不足,战时国军参谋人事存在两大缺点:参谋人才匮乏;参谋人事管理混乱。军令部努力完善参谋人事制度,在战时参谋人员任用、晋升诸方面取得一定成效,但由于大环境使然,军令部参谋人事管理并未完全达成统制参谋之目标。
The General Staff was one of the four important departments under the jurisdiction of the Military Committee during China's War of Resistance against Japanese Aggression,playing the role of the Headquarters of the General Staff.In order to effectively play its role and fulfill its wartime duties,the General Staff did its best to build China's staff system.This was also an attempt to promote wartime Chinese military modernization.Because of the special wartime situation and the tradition of lower status of staff personnel in Chinese army,and also because of the congenital deficiency that the wartime Kuomintang military institutions had no clear division of powers and duties,the wartime Kuomintang military staff personnel existed two shortcomings:lack of staff;chaotic administration of staff personnel.The General Staff tried to improve staff personnel system,and got some effects in wartime staff usage and promotion.However,because of the special situation,the staff personnel administration measures adopted by the General Staff did not completely reach the goal of controlling all staff.
