我国体育产业发展面临的机遇与挑战——对国务院“新政策”的解读

Opportunity and Challenge of the Development of Sports Industry in China:A Interpretation of State Council's “New Policy”

为厘清我国体育产业发展的机遇与挑战,以国务院"新政策"解读为研究对象,主要采用文献资料等研究方法进行探讨。结论:新《意见》的适时出台,将对改善体育产业结构、需求结构、以及部门协调、体制约束机制产生深刻的影响,为我国体育产业步入快车道注入新的动力;而当前我国政府职能越位、社会监管缺位、部门间协调和公共服务平台失位的格局,阻碍了新政策红利的充分释放。建议:积极推动政策转化和贯彻落实,加快推进体制改革涉过深水区,不断加强市场资源配置,进一步强化制度建设,为体育产业发展扫平障碍。为地方政府推动体育产业政策及时落地提供依据,并且为发展体育产业提供服务。

To differentiate the opportunity and challenge of development of China sports industry,this paper analyzed State Council＇s＂new policy＂by the method of literature review. Conclusions： The timely promulgated＂new policy＂will have a profound impact to improve sports industrial structure,demand structure,department coordination,and system restriction mechanism,and will inject new impetus to China sports industry. But our government function＇s offside,absence of social supervision,inter-sectoral coordination and public service platform pattern out of position at present are hindering the full release of the policy. Suggestions are to actively promote the transformation and implementation of the policies,accelerate system reform to pass the deep end,strengthen market resources allocation,further strengthen system construction,and remove obstacles for sports industry development.The values of this research are to provide reference for local government applying the policy timely,and provide appropriate policy for sports industry development.
