社会参与大众体育政策过程的国外经验与本土探索——兼论我国社会参与大众体育政策过程的应然范式

Foreign Experience and Local Exploration about Social Participation in Mass Sports Policy Process:On the Ideal Paradigm of Social Participation in Public Sports Policy Process in China

运用文献资料法、逻辑分析法等,概述发达国家社会参与大众体育政策过程的主要经验,梳理我国社会力量参与大众体育政策过程的现实状况,在此基础上提出我国社会参与大众体育政策过程的合作参与范式,并对该范式的实现路径进行探讨。研究认为,发达国家在大众体育政策整个运行过程中有着广泛的社会参与,与发达国家相比,我国社会参与大众体育政策过程仍然处于探索阶段。我国社会参与大众体育政策过程合作范式的实现需要优化社会舆论环境,重视大众体育政策的宣传与解释体育;政府应合理定位,转变在大众体育政策过程中的职能积极;探索与完善社会参与大众体育政策过程的制度机制。

With the methods of documentary analysis,logical analysis as well as other methods,the process of social participation in mass sports policy in developed country is summarized and the status quo of Chinese social forces taking part in the process of the mass sports policy is groomed,on the base of which,the normal form of the cooperated participation is raised and the implementation path is discussed. Researchers suggest that developed countries have a wide range of social participation in the entire operational process of mass sports policy. Compared with developed countries,China＇s social participation is still at an exploratory stage. The realization of the normal form of China＇s social participation needs the improvement of the public opinion environment,emphasis on the propaganda of mass sports policy and the explanation of sports; governments need to orient reasonably and change their functions in the mass sports policy actively; explore and improve the system mechanism of social participation in the process of mass sports policy.
