随着社会发展进入"新常态"模式,公安机关及警务工作也面临前所未有的新形势。警务新常态下警察执法权威遭受严峻挑战:畸形关注涉警信息、隐性侮警、直接性暴力抗法等现象屡见不鲜。导致警察执法权威弱化的原因既有经济发展不平衡、行政干预频繁、法律保护不到位、信息传播微型化等外部原因,也有处警思路不统一、执法理念僵化、片面认识和谐、监督制度固化等内部原因。因此,只有设立多重专长执法机构、破除行政壁垒、完善法律法规、加大正面宣传力度、科学用警、平衡警察权力与公民权益、切实维护警察权益,才能保障新常态下警察执法权威的重建。

With the appearance of the mode of ＂New Normal＂ in social development, the public security organ and police work is facing an unprecedented new situation. Under the ＂New Normal＂ situation, police law enforce- ment authority suffers severe challenges：abnormal attention on the information involved police, insulting police of- ficers invisibly and resisting the law directly. The weakening of the police law enforcement authority resulted from various reasons such as unbalanced economic development, frequent administrative interference, insufficient legal protection and information dissemination miniaturization. Moreover, unified and rigid policing ideas, understanding harmony in one - sided, rigid art of law enforcement and supervision system are also the elements that affect the po- lice law enforcement authority. By setting up multiple specialty law enforcement agencies, breaking the administra- tive barriers, perfecting the laws and regulations, building the thought of ＂scientific police＂, balancing the police power and ensuring the citizen and the police rights and interests, we can reconstruct the police law enforcement au- thority under the ＂New Normal＂.
