The wide spreading of technology in military area generates the upgrading of equipment, profound changes in military system, commanding mode, war form, combatting mode and military theories. As the first productive power,technology brings war into information age. The upgrading of equipment requires the application of new technologies in military area, which could benefit from civil-military integration. The civil-military integration equipment design has gone through three phases, in which the transformation of civil technologies have played a more and more important role. The future development of equipment development relies heavily upon civil technologies. The Pan-technology strategy is the necessary means to devlopworld-class equipment.
