基于综合效益最优的水务设施资金分配

Funding Allocation for Water Infrastructure Based on the Optimal Comprehensive Benefit

摘要 城市水务基础设施的建设水平对城市的发展具有较大影响,建立完善的融资体制,科学合理分配资金,已成为城市水务基础设施建设的必然要求。为解决城市水务基础设施的资金分配问题,本文利用群体多属性决策方法,对城市水务基础设施系统进行了评价;根据综合评价结果,在已经建立的资金分配模型上,对其进行求解。研究结果表明:资金分配需要优先考虑用水子系统。 Building a perfect financing system and making a reasonable fund allocation plan is becoming an inevitable requirement for the development of the urban water infrastructure system that decides the development of production and life of the city to some extent. In order to solve the fund allocation problem, this paper first adopts group multi-attribute decision-making method to evaluate the water infrastructure system, then solves the evaluation model depending on the analysis results. The result shows that the water using system deserves a high priority in the fund allocation problem, which provides a good reference of funding allocation for an urban water infrastructure in China.
