上海自贸试验区海关监管服务改革的创新发展探究

Study on Innovation and Reform Measures of Customs Supervision for Shanghai Free Trade Zone

中国(上海)自由贸易试验区成立两年来已陆续推出31项海关监管服务的改革创新制度,在提高区内贸易便利化水平,推进自贸区功能拓展等方面取得了明显的成效,但同时在改革创新力度、落地实践的及时性与普及率、跨区域跨部门的协同运作方面尚存在不足。该文系统地总结分析了这些改革创新制度的成绩与不足,随后从完善修订《海关法》、保障国际贸易供应链安全、落实与完善已推出的改革制度,加快试点新制度几方面,对上海自贸试验区的海关监管服务改革提出突破与创新发展的途径。

Totally 31 innovated measures of customs supervision have been unveiled and launched since China（Shanghai）Pilot Free Trade Zonewas built in 2013.These innovated measures have achieved some obvious improvements in trade facility level,function expansion,and some other aspects of Shanghai FTZ.However,they are still short in the degree of reform and innovation,the timeliness and penetration of innovated measures＇ fulfillment,the cross-area or cross department collaborative operation.This paper firstly analyzes the achievements and shortcomings of the 31 innovated measures,and then probes further into the routes of breakthrough and innovationdevelopments from revising ＂the Customs Law＂,protecting the supply chain security of international trade,implementing and improving the launched measures,speeding up the implement and spread of pilot innovation policies.
