The word “disaster” refers to a sudden environmental megaevo- lution which causes casualties, property loss and ecological dam- age. Disaster is defined by the WHO as an event that causes facility damage, human casualties, worsening conditions of health and sanitation, while the damage scale is beyond the control of local community and external aid is necessary.
