Industry Upgrading,Development of Urban Clusters,Regional Economic and Social Integration——A New Perspective on Regional Governance

城市因其独具的"神圣、安全、繁忙"三大价值而成为人类文明的集聚地。人类社会的城市化进程推动了一国范围内或跨国(地区)间空间规模的重塑,导致区域空间规模治理成为一个历史性难题。当代中国区域治理的内涵演进,经历了从计划经济体制下"行政区经济"到市场经济体制下"区域经济一体化"再到科学发展观下"区域经济社会一体化"的阶段性嬗变,并呈现区域产业结构的调整与升级、区域大中小城市群与小城镇的发展、区域经济社会一体化发展"三位一体"要素的耦合特征,展现发展思维的更新和制度安排的选择之制度试错逻辑。建构当代中国区域协同治理的新图景,需要从区域战略规划视角对区域治理政策框架体系进行顶层设计。

The three major values of city including sacredness,safety and busyness make it center of human civilization.Prompted by urbanization,space reshaping in a country or transnational district turns regional governance into a problem.The connotation of regional governance in contemporary China has experienced a process of evolution--first stressing administrative-district economy in the planned economy mode,then focusing on integration of regional economy under the market economic system,and now,under the guidance of Scientific Outlook on Development,emphasizing the integration of regional economic and social development.Three coupled factors—adjustment and upgrading of regional industrial structure,coordinated development of big,medium cities and small towns,integration of regional economic and social development—are highlighted in the process,which demonstrate the trial and error logic of institutions in both the updating of strategic thinking and the choice of institutional arrangements.To create a bright new view for regional governance in contemporary China,top-level design of regional governance policy framework from the viewpoint of regional strategic planning is highly needed.
