民航与其他运输方式一体化发展的运输组织研究

The Road Map Research of Transportation Operation of the Integration Development between Civil Aviation and Other Transportation Modes

为推动民航与其他运输方式一体化发展,有必要制定出运输组织的发展路线图。本文提出"十三五"时期民航与其他交通方式一体化运输组织应基本实现客货运输一体化、行李托运多元化、运输票证电子化、信息服务实时化、运输流程一贯化的发展目标,和合理配置运输与社会资源,因地制宜分类发展,构筑空地一体网络布局,因地制宜多元发展,创新运输组织模式,实现空地竞合一体化发展等发展基本思路,以及客货运输组织一体化的发展任务。

To promote the development of civil aviation and other modes of transportation integration, it is necessary to make the development roadmap of the transport operation. This paper puts forward the basic ideas, major tasks for the operation integration development of civil aviation and other transport modes during the 13th Five Year Plan period.
