Practice of Shanghai Social Stability Risk Assessment for Urban Development Projects and its Improvement

上海重大事项社会稳定风险评估机制经过多年发展已取得较大进步,但仍存在一定不足之处。对此,从社会稳定风险评估的法律位阶、调查方式、风险等级判断、风险防范化解措施等角度出发,分析上海现阶段社会稳定风险评估在实务发展中存在的问题,并提出相关完善建议。

The compulsory social stability risk assessment of urban development projects have been implemented for quite a few years.This paper looked into the process of the assessment from the angle of practice,and discuses the legal hierarchy,judgment adjusting,risk degree definition,risk mitigating measures and precautionary arrangements in this regard.The things needing improving are pointed out and the measures for improving the process are suggested.
