关于生态保护红线管理政策的思考

Thinking of the Policies of Ecological Protection Red Line Management

为推动生态保护红线管理政策制定,梳理了我国已有的主要生态保护地政策,并总结了地方生态保护红线管理实践的经验、教训。文章认为生态保护红线管理要遵循中央统筹、地方落实的管理模式和规范的管理程序,通过建立完善的激励性政策和约束性政策,实现管、护均衡。同时生态保护红线要遵循分层级、分类别管理的原则,宏观尺度实施框架式管理,微观尺度实施精细化管理,不同类型红线实施差异化管理措施。

In this article, the main ecological protection land policies existing in China are analyzed, and experiences and lessons of the management practices of local ecological protection red line are summarized so as to promote the development of policies for ecological protection red line management. It is considered that ecological protection red line management should comply with the management modes of central coordination and local implementation and the standardized management procedures. By establishment of perfect incentive and binding policies, management and protection can be balanced. Simultaneously, management of ecological protection red line should follow the principles of hierarchical management and classification management. Framed management should be implemented at the macro-scale and delicacy management should be implemented at the micro-scale. Besides, differentiated management should be carried out towards different types of red line.
