The Difficulties and Countermeasures on Constructing“Provincial Level Ecological County”of Yingjiang During the “Thirteenth Five- year Plan”

盈江县自2008年开展生态县创建以来,在6项基本条件中,有5项已完成,1项未完成;建设指标有15项达到考核要求,7项未达标。造成这种状况的原因主要涉及环境因素、经济因素和社会因素。要从经济、人居环境、文化、资源保障、环境保障五大体系建设着手,才能解决盈江县创建生态县建设的难点问题。

Yingjiang has prepared to achieve the title of ecological county since 2008.There are six basic require-ments to become an ecological county.Yingjiang has completed five of them.Fifteen of twenty -two indices have achieved as well.Those indices that still have not met the goals were associated with environmental and economic and social factors.The aspects covering economy,human settlement,culture,resource security,and environmen-tal security should be focused in order to solve the problems of constructing ecological county of Yingjiang.
