边疆民族地区社会治理的创新实践

On Innovative Practices of Social Governance in Ethnic Minority Border Area

公共事务的协同治理是21世纪国家治理体系和治理能力现代化的必然理性选择。立足于协同治理视阙下广西社会治理的民生保障、公共安全等实践创新,并针对其存在的理念、利益、机制和环境等问题,笔者提出了转变合作理念,形成共同愿景;健全合作机制,提供合作保障;搭建合作平台,促进互利共赢;营造良政环境,规范协同秩序的建议对策。

The collaborative governance of public affairs is the inevitable and rational choice for the modernization of the national governance system and governance capacity in the 21 st Century. From the perspective of the theory of collaborative governance and based on innovation practices in Guangxi such as livelihood security and public safety, the author proposes to change the ideas of collaboration, form a common vision; improve the collaboration mechanism, provide collaboration guarantee, build a collaborative platform, promote mutually beneficial and win-win relationship, create a good political environment, and regulate collaborative order.
