摘要
简要回顾了"十二·五"以来我国炼油工业发展概况;结合宏观经济发展新常态、相关产业政策、法规标准等,重点分析了"十三·五"期间炼油产业面临的主要问题和形势,包括成品油需求增速放缓、柴/汽比持续降低、产能过剩、市场竞争激烈、质量升级和环保标准提高等。探索性地提出了严控增量、优化存量、化解产能过剩的产业发展思路和相关措施建议;同时建议采用重油高效转化、柴油转化、烷基化等相关技术,增上配套措施,实现增产高附加值产品、调整产品结构和油品质量升级的目标,打造绿色、智能、高效型炼油厂。
The development of China＇s oil refining industry in the Twelfth Five-year Plan period is briefly overviewed. The main problems and situation during the Thirteenth Five-year Plan period, such as deceleration of oil demand, the continued decline of diesel-gasoline ratio, refining overcapacity, in- tense market competition, the more strict standard of oil quality and environmental protection for refi- ning industry are analyzed combining with the macroeconomic stepping into new normal, the related in- dustry policy, regulations and standards. Suggestions on the main development ideas and measures are put forward, such as restriction of new refining capacity, optimization of current refinery. Simultane- ously, it is suggested that heavy oil conversion, diesel conversion, alkylation and other related technolo- gies should be applied to increase high value-added products yield, adjust products structure and upgrade oil quality in order to build green, intelligent and efficient refinery.
