摘要
本文立足于现阶段我国宏观质量管理存在信息共享性差、信息综合利用不充分等问题,分析了我国宏观质量监管存在的不足,根据加强宏观质量监管需开展质量风险预警的现实要求以及面向多层次、多部门质量信息共享和动态协同监管的需求,分析和提出了构建宏观质量发展评价与监测预警系统的应用目标、功能架构,构建出系统指标体系和预警模型,最后对系统实施等具体问题进行探讨。
Based on the existing problems of Chinese macro quality management, such as poor information sharing and inadequate utilization of information, the paper firstly sorts out the shortage of the macro quality management in China. According to the practical requirements of quality risk early-warning to be undertaken to strengthen macro quality supervision, the paper analyzes a multifunctional information system＇s application object and function architecture, including the level of quality development index assessment and monitoring warning, and discusses the system implementation based on demands of multilevel and multisectoral oriented information of sharing and dynamic collaborative regulatory.
