摘要
能效领跑者制度是日本节能政策体系中的重要支柱之一,对推动日本制造企业强化节能科技研发、推动全社会能源效率提高、以节能特性为突破口进军国际市场,发挥了重要的支撑作用。本文比较系统地介绍了日本能效领跑者制度的主要内容、主要经验和潜在的问题,初步分析了日本能效领跑者制度对我国的借鉴意义,为我国制定节能相关政策提供参考。
Energy Efficiency Top-Runner Mechanism is one of the main pillars of the energy conservation policy system in Japan. It plays an important role to help Japanese enterprises to increase investment into energy efficiency R＆D technologies, accelerating energy efficiency of the whole society, and promoting exportation of energy efficient products into international market. This article introduces the main content, experience and potential problems of the Energy Efficiency Top-Runner Mechanism of Japan, and analyzes the enlightenments of the Top-Runner system that may be introduced into China,which could be used as a reference to support Chinese decision makers to develop better energy conservation policies in the future.
