摘要 在推动绿色生态城区规划建设的同时,提升城市规划决策科学性的研究却相对缺乏。要把低碳城镇化目标纳入法定的城市规划管理决策流程,必须要有科学、定量的方法对规划方案与管理决策产生的碳排放量进行评估。目前在这一领域的研究主要针对国家、省级和城市整体宏观层面的温室气体排放清单与评估方法,而针对城区规划层面的碳排放评估的理论研究和实践尤其缺乏。论文整理分析近年该领域相关的理论研究和规划实践,指出城区规划的空间尺度与规划管理体制的特性,把针对总体规划的碳排放评估方法内涵进行梳理,建立了适合绿色生态城区空间尺度的规划碳排放评估模型,用以对与详细规划相关的碳排放活动量、排放量以及碳清除活动量、清除量进行测算。论文旨在为活动量的界定与排放系数的梳理方法和数据来源提供参考,构建效果导向的碳排放评估指标体系,将之作为城市详细规划层面碳排放评估的应用工具,并以上海市世博后续发展城市最佳实践区为实证案例进行探讨。 While we are promoting the development of Green and Ecological City Districts in Chinese cities, there is a need to enhance the scientific basis for plan making and decision making. It is important that there are quantitative assessments of the performance of urban plans in terms of carbon emission mitigation if the low carbon goals of China's New Urbanization Plan are to be achieved. Currently, studies on the quantitative methodologies for accounting of carbon dioxide emissions have been mainly focused on macro spatial levels such as nation, provinces and cities, and there is a lack of studies on the district scale urban plan carbon accounting method. This article analyzed the specific consideration for the measurement of carbon emissions for the district plan, and proposes a carbon accounting model for the Green Ecological City District Plans, based on the previous research and project experience of the authors. The article explains the components of the model including both emission and sequestration, as well as data sources for Activity Data and Emission Factors. Finally the example of the Post Shanghai Expo Urban Best Practices Area is used to illustrate the application of the model.
