产业政策何以向竞争政策转变:欧盟的经验与上海的现实

Transition of Industrial Policy to Competition Policy:EU's Experience and Shanghai's Reality

党的十八届三中全会对于经济体制改革提出了新的要求,即"使市场在资源配置中起决定性作用和更好发挥政府作用",但并未明确何时与如何实现从产业政策为主导的发展模式转变到以竞争政策为主导的发展模式。本文聚焦于上海市改革开放后的经济发展状况,以欧盟20世纪80年代经济转型期的相关情况作为参照,从实证角度分析上海市目前经济发展中所遇到的问题,认为上海市已经具备实施竞争政策的条件,并提出相应的对接方案。

The Third Plenary Session of the Eighteenth Central Committee of the CPC decided to let the market play a decisive role and to let the government play a better role in resource allocation.However,it did not specify when and how China must realize such a transition from an industrial-policy-centered economy to a competition-policy-oriented one.This paper aims to shed some light on this issue in accordance with an evaluation of the economic situations in Shanghai.It begins its analysis from the status quo of the economic development in Shanghai,and subsequently examines from an empirical perspective the problems at present.Based on a comparative study of the practice of EU from post-war till now,it concludes that Shanghai has the preconditions to develop a competition-policy-oriented economy.In the end,it put forward some suggestions.
